构建新的人才培养方案　提高人才培养质量

　　新培养方案的实施，提高了学生学习的自主性和积极性，学生的创新精神和实践能力得到了培养和锻炼，自2002年以来，在各类科技文化活动中有140人次获省级以上奖项，学生的知识、能力、素质结构已基本适应社会需要，在当今高校毕业生就业供大于求的情况下，连续三年东北大学秦皇岛分校毕业生年底就业率均在99.7%以上，始终位居河北省的首位。

　　AbstractThe program of postgraduate education is an overall executive program,which is to reach the goal and requirement of higher education.In order to meet the needs of social development,the education program should constantly attach importance to enlarging the range of fundamental disciplines and the concept of fundamental teaching so as to embody the principles of balancing knowledge,abilities and qualities of the students.The article discusses on the basic principles,features and process of constructing postgraduate education program.It further stresses the function of the program in improving students' creation and practical abilities,as well as the integration of knowledge,ability and quality.
